If you've been scammed, it's often a good idea to complain in multiple places. I personally recommend filing a complaint with www.eConsumer.gov, since they share reports with police and regulators around the world.

Your case is the 2nd Guilty against CaesarTrade. If they get one more before resolving at least one of the first two Guilty cases, they will be marked as a SCAM by the FPA.

In the meantime, there's no harm in you getting a complaint filed with www.eConsumer.gov as well as with any financial authorities in your country who deal with internet-based financial fraud complaints.

Just read this thread. I am having issue with CaesarTrade as well.
I saw Haniam Vs CaesaTrade (link) case first and replied to that.

I used CaesarTrade mainly for testing purpose, and not like both of Hainam and Zaland cases, I do not have big funds, but it is still money.
Apparently CaesarTrade is indiscriminate for withholding withdraws.

If anyone of you have any progress do let me know.
