Hm. These points can't answer on this question. It mostly depends on power of the thrust and trend strength and some other conditions. For example, how market is oversold or overbought.

So i can say that it is entirely judgemental based on the respective factors and indicators, price action etc. No specific rules or references to dictate what retracement level will be

Absolutely. But you can assess each particular level, depending on how market acts around it. Probably you should read about minesweeper entry technique.
 
Looks like that was one of those unexpected moments. Fed softens on more easing in their minutes!
 
as a way of explaining the lack of upside momentum around 3335-338x, take a look at the weekly chart. the 38.2% node of the move [4550-2625] comes in right at 3359. also we have a trend line containing last week's and this week's candle (so far). and finally, the monthly 100 MA comes in at 3391.

and on daily, the 61.8 node of the move [3836-2625] comes in at 3385.

so perhaps, all these together turned out to provide strong RSST.
