eConsumer.gov doesn't investigate. Instead, they keep everything on file and share it with regulators and police agencies around the world. A complaint from one country may contain the critical piece of evidence an investigator from another country needs in order to go from investigation to action.
Of course, complaining to payments processors, banks, and your country's police and financial regulators is also a very good idea. Too many people say "Police and regulators don't do anything." I say that without enough evidence, police and regulators CAN'T do anything. Not complaining helps the scammers.
