Contact the PayPal Fraud deparment. Report the problem vendor via the written online links in your account include the case number filings you cited in your complaint, and demand they investigate the vendor. Once you open such a complaint in writing through their resolution center, they must act and respond. The important distinction is not to simply claim a dispute between you and the vendor, but to specifically indicate that their client is perpetrating a fraud. Under banking regulations they cannot continue to do business with a supected fraudster if advised by a client and confirmed by one of the investigative bodies that indeed a fraud is being pepetrated.
It may take some time, but your effort will bear fruit.
