cheap buy mostly scam buy?

There are several url's providing trading books and trading software for ultra cheap pricing. Some deliver for some dollars the best stuff. but mostly it's scam. They sell mostly first time properly, and the next (bigger buy) they scam you, and never ever responde on anything again. Webhosts mostly won't suspend those url's.

Should we/could we (FPA) make a blacklist of these scammers and there sub sites.

wel i found out that if u look really good u can find most of the Ebooks and PDF files for free so if u are not sure if the trading system u want to try is scam or not just try to find it for free and if it is any good buy it to support the creator and to get support if needed

Be careful with things like that. Illegal copies of ebooks may be incomplete or even deliberately tampered with to provide some incorrect info.

Buying used (but legal) copies of some EAs could also be a problem. A lot of EAs get locked to a single account number or to accounts that have a specific owner's name. It might be legal to buy it (assuming the owner deletes his original), but that doesn't mean it will work for your account.

Illegal copies of EAs and other software might contain any number of entertaining little bits of extra coding. That's not something I'd care to risk.
