Maybe you can just name the brokers anywhere with a notation "Brokers who have plug-in for MT4 /5 that allows brokers to manipulate prices. Unconfirmed and subject to verification from source".....and just leave these brokers to deny or to admit having the plug-in and also to clarify their company's stance on the matter.

When cornered, a criminal will promise heaven & hell, including selling his mother, to get out of the sticky situation. So, I would be greatly surprised if he actually will keep his promise.
