If you've got a main branch in your city, visit them live and in person. Otherwise, be prepared to be very persistent. Ask for the fraud department. Explain the whole situation and ask if they can assist with a chargeback. If they act clueless, ask for a supervisor. If that fails, ask for the disputes department and repeat.
Broken promises are a valid reason for a chargeback. If I pay via credit card in advance to have my lawn mowed and the mowing isn't done, that's a broken promise, also known as a failure to provide promised services.
Blocked withdrawals of money in an account would seem like a deliberately fraudulent failure to provide promised services to me. Having "account managers" offering you "risk free" trades that lose would seem like a deliberately fraudulent failure to provide promised services to me.
