No vice-trader here.I sent an email to FXCM why sell limit order was not being executed/active even it it already touches/hit the price. And the answer is this.

Thank you for your interest in FXCM. Limit orders are often filled at the requested price or better. If the price requested (or a better price) is not available in the market, the order will not be filled and the order will remain as waiting. "

What does it means?

Help me guys, so I understand how the market execute or why it will not be filled.

There are 2 prices ,as you can see,their difference forms the spread.
The Ask price (higher) and the Bid price (lower)
To open a short order you enter on the Bid price.
Since the bid price is lower by 3.x pips as i can see from the screenshot, it simply (the bid price) never reached your levels for an entry to be triggered.
