Contact the UK FCA and FOS. Ask if this company with a UK address is authorized and ask them to please post a warning if it isn't.
Contact the BVI regulators. They don't usually take aggressive actions, but if no one files a report, they won't take any action.
Give SGT Markets all the info on the credit card charge. They really may not have heard of opteck, but did process the money through to some person or company.

Why would anyone want to gamble on Binary Options? Your trades aren't passed on to an LPs. The house stacks the odds against you (win and you get $60-85, lose and you've lost $100). The number of complaints from people who have won and couldn't get any profits (or even initial deposits out) is very large.

If you feel like gambling, go to Las Vegas. At least those casinos are regulated and don't mind paying off those lucky enough to win big.

Are you on crack? If a trader manages to snatch his money back out of a binary casino, the last thing in the world that person should do is throw the money back in.
