Depends on the broker. If the broker does not hedges client orders, then the client's loss becomes the broker's profit. Statistics show that more than 90% of traders lose a deposit. The mathematical expectation is positive for this approach.
it is not necessary to hedge all orders of each client. divergent positions hedge each other. the broker only needs to hedge the unbalanced orders

The traders, brokers get the commission or fee; but eventually it’s the traders (buyers or sellers)!
