But I believe that chat agents can forward any issue about the company to head person.

Chat agents, like all support agents, tend to try to do as little as possible to earn the tiny amounts they get paid. Expecting one to take the initiative like that for a non-client is likely to result in disappointment.

The person with the complaint needs to send the link via chat and via email to all available addresses for the company.

i´m from Austria...
i have exactly the same problem with xp markets.....i asked for my withdrawel at April 2013....till yet i got NOTHING....and they don´t answer at emails....chat is totally ****....they told me already 10 times in chat, they will send the money....they don´t do nothing....those people should burn in hell.....i miss nearly 1000 €.....does anybody got his money back already???? what could we do against these chaeters????

Well, I have now found :Filippe Scalora owns a company at same address as XPmarkets.com - only this time it is BX-Markets.com - and that looks like a really big SCAM also.
Same problems - phone number doesn't work, emails bounce back. support@bc-markets.com - doesn't work. Contact us on website - doesn;'t work.
