The person in the photo is Liu Mingda according to a quick google image search https://finance.sina.com.cn/money/fund/video/2020-05-02/doc-iircuyvi1044447.shtml My opinion is it's a scam don't give them your money.

Please be aware this is a random photo used by the scammers and probably has nothing to do with it. The only similarity to the photos I received was she was very attractive
