Twice a year, the clocks change in most countries. The US keeps changing the dates on when the changes will happen. Canada usually goes along with the US, but other places don't. Some brokers will change their clocks. Others may not. Those that do may follow the US dates for changing, others will follow the European dates.
Personally, I found the best way to understand this was to beat my head against a brick wall until I knocked myself out.
