I have further questions about Cathay Dupont (CD), which publishes an address in Tokyo, Japan here: https://cathaydupont.com/cathaydupont/en/about.html.

I first received phone calls from Cathay DuPont (CD) in 2017, and I have kept record of the phone calls with all emails. I spoke to three men with clear English accents and all used emails with the domain ...@cathaydupont.com. The first caller was affiliated with Cathay DuPont, but also mentioned Standard Fidelity a few times (I think accidentally) while speaking at length about CD’s business.

Right now, I would like to discover a legal authority/regulator with jurisdiction over CD, but I don’t know anything about regulators in Japan, so I am interested in CD at High Road, London which you referred to at the following address: https://beta.companieshouse.gov.uk/company/10534974/officers. Do you, Hamish, or anyone else, have info to help confirm that CD in Japan and CD in London are affiliated as legal entities under UK law, or, at least anything to show that the people are connected? For CD in London, the above link lists D.J.G. Martyn & G.M. Dixon (as Hamish showed, they're also running Standard Fidelity Ltd), but neither are mentioned on the website for CD in Japan. As Hamish suggested in his post, I would like to call London and try to confirm that CathayDupont.com is truly affiliated with Cathay Dupont Ltd., but I don’t even have a London phone number, so will someone provide a phone number for CD in London or point me towards it?

if one simply googles the London address one figures out that this is just a mail forwarding service, I think "beta mail services" was the name or likewise.
Several hundreds of Ltds are or were registered there. At least to the level I am currently informed no postman, bailiff or other law enforcment member has been able to formally serve anything upon this address which is somehow surprising as they should at least an annual letter from company´s house.

ps: proving the link between CD and SF is not that much of a problem. Currently, they are using some alternative Japanese name: Yokohoma Ltd. or so.

I have checked the above licenses with FINRA in the US. FINRA records go back a decade to 2008, and there's no record of Anthony Rathbone or CD there (since 2008). Anyone can check it here: https://brokercheck.finra.org


I think (not sure) that these licenses are required before CD can act as a broker (see Series 7), and, if Rathbone is not actually licensed, then CD can't act as a broker trading on your behalf. Is that right?

All entities involved are not regulated anywhere. In fact these guys sometimes even invent their own fake regulatory bodies like ISRA or fake law firms or debt collection agencies as follow up-fraud.

You do not have to worry about the jurisdiction of a real regulator. If DP currently claims to do business in Japan just report them to the authorities there. Like most financial regulators they publish a list of cold-calling alerts. Alternatively, you can complain to the regulatory of your nationality or the place where you reside. It is just that not too much might come out of it. They issue a warning publish it on the internet and several months later other victims might or might not find it.

The correct name of the current Japanese entity is Yokohama Daisan Management Company but be cautious there seems to be a real world entity of the same name. I have a prospectus from the fake entity but it is too large to be uploaded here. The logo of the fake company looks like this:

I know almost nothing about law in Japan. Anyone know what to expect after an authority is notified of scams such as boiler-room fraud? Specifically, I want to know if victims expect to be informed of the outcome and the identities of fraudsters so that legal proceedings in tort law may commence.​
Anyone know how to check if these websites in Japan are authentic?​

I do not think they share their files with the person complaining.
We also have a contact to a private debt collection/security agency active in the SEA region whom I would recommend to use, it is just that I know the outcome: Clearly, nobody except for millionaires, insurance carrierers etc., who can afford it wants to throw good money after bad but without a huge retainer field operations in the region are out of the question.
Hamsih also has a contact to somebody very official in the US once haviging looked into this a while ago.

having used this lovely public holiday spending time in a dark cellar room looking up old records additional info on CD came up by pure accident. I will send it through the conversation function later in a way at least to avoid double work, and this way this is at least not completely public. Vaguely: They are also registered in a different place than the UK and if one follows this trace things are much more straight forward.

I am familiar with searches at Companies House in the UK where the documents are published with OPEN ACCESS for free (in the public's interest). However, at the above link to the ICRIS in Hong Kong, you will find that documents require a fee (e.g., $140) before you can see whether the document contains useful information. See this image of the search results at ICRIS:

The above shows only one document, and I may want to check a dozen documents without even knowing that they will be useful.

No, as it does not exist and also the UK registry charges some fee if you want a "certified copy". Besides, check the exchange rate HK140,- are about Euro 11,-. If you want to save this money just use the docs forwarded to you.
 
$140 HKD is only about $15USD. Anyhow, the Hong Kong registration for Cathay Dupont is attached. The person registering Cathay Dupont in Hong Kong, as you can see, is a Moshe Alkobi.

From my earlier posts in this thread you can see that list of 30 or so websites that were either direct scams or supporting scams. Then I was showing the situation at that time when it was Carlton Church moving to Standard Fidelity and then Cathay Dupont. Cathay Dupont is not in that list of websites but as with Standard Fidelity and other scams since, they have a common origin and the IP block (since changed) is one way to show that connection.

In that list of 30 websites (hosted by the same address and ONLY those websites) are a couple which are not direct or indirect scams. Moshe Alkobi is an associate of the main guy in Manila running at least the call-center side of the scam, David Gilinsky. Ok? There is a lot going on even in just this small examination of this SMALL part of the whole thing, right? But look at the last 2 attachments.... "DominionTaylorHK" screenshot is just the Hong Kong business registration summary place that you have already seen. This shows that THE DOMINION GROUP changed its name, at least as far as the HK registration is concerned, to TAYLOR MCKENZIE.

The last attachment is the Hong Kong registration for Taylor McKenzie. You can see for yourself who it's registered to.
