Actually turns out that MetaQuotes has been making some changes to their White Label offering over the past couple of years to combat scams. The on-boarding requirement is a bit more strict now for nearly 1 year now.

MT4/5 remains CFD brokers' top choice, even for white labels, but MetaQuotes' tighter white label onboarding requirements is troubling those offshore.

FPA Forums Team Note: Providing useful information about a scam broker would make you seem less suspicious.

Provide the scam website and some details about your scam including how MT was involved. Or create a new thread and flag your scam broker with all the details.

Funny thing is they only address white label brokers and did nothing for the grey label brokers. Grey labels are freely licensed on the open marketing with zero KYC involved. Regardless its well know MetaQuotes openly fosters financial scams including pig butchering but as long as they get their licensing fees they don't care!
