My suggestion is to go for sudden press release, critical news updates, and speeches. These unforeseen circumstances tend to trigger both technical traders especially algorithms and fundamental traders to create high volatility at lower liquidity sessions.

Yes, I see, when focusing on the news with high impact, sometimes the market still moves just like usual, not all news data will be absorbed by all market participants to take action, or sometimes before the news, there is a big trader already buy on the rumor and sell at the news.
 
Pay attention to high impact news that cause significant market reactions. During this time market is out of equilibrium means this is when trading opportunities arise which you can grab despite that your are retail trader which is heavily disadvantaged
