Alert for Bollinger Bands and ADX Oscillator on MT4

I am looking for a system that alerts me when the candle touches the upper or lower lines of bollinger bands 20/2.00 and the ADX Oscillator is bellow 30 or 20.

Can this be created ?

I think this is possible. You need a coder to develop this or you can create this by yourself using online Indicator/ EA developer.
