Over in Hong Kong, the Hang Seng Index is up 1.02% at 25,695.00. In Japan, the Nikkei 225 is up 1.21% at 29,260.00, while the Topix index is up 0.80% at 2028.5. South Korea’s Kospi is up 0.67% to 3026.63. Australia S&P/ASX 200 up 0.25% at 7399.5.
European equities Monday closing. The DAX futures contract in Germany traded down 0.72% at 15474.47, CAC 40 futures up 0.81% at 6673.11 and the UK 100 futures contract in the U.K. up 0.14% at 7,215.2.

Economic news:
US: Worries that the U.S. economy is heading into stagflation are overblown, several high-profile bond market investors said Monday at the 2021 Milken Global Conference program.
Stagflation – when stagnant economic activity is combined with high inflation – is “extremely unlikely,” PIMCO Chief Executive Emmanuel Roman said in a panel discussion at the conference, held in Beverly Hills, California.
Other participants in the panel discussion – including PGIM CEO David Hunt; Invesco CEO Martin Flanagan; Elizabeth Burton, chief investment officer for the Employees’ Retirement System of Hawaii; and Scott Minerd, Guggenheim Partners global chief investment officer – largely agreed that the threat of stagflation was remote.
With energy prices on the rise even as the economy remains constrained by supply-chain gridlock, an increasing number of investors have started to fret about the specter of stagflation in recent months.
In the past, a stagflation environment has tended to weigh on stock performance, analysts at Goldman Sachs (NYSE: GS) said in a report published earlier this month.
Eurozone: Britain said on Monday it was intervening in a proposed 6.3 billion-pound ($8.65 billion) takeover by U.S. engineering and aerospace firm Parker-Hannifin (NYSE: PH) of its British rival Meggitt (LON: MGGT), citing national security grounds.
The business minister Kwasi Kwarteng issued a so-called “intervention notice” to review the impact of the takeover.
“The UK is open for business; however, we will take steps to protect our national security, when necessary,” Kwarteng said.
Parker-Hannifin said in August it had agreed to buy London-listed Meggitt and promised a series of commitments, including on UK jobs, in an attempt to fend off concerns about the deal.
The planned takeover was the latest by U.S. investors for British firms which have become attractively priced after the COVID-19 pandemic and Brexit which hit the value of the pound.

Economic news:
US: A U.S. congressman who prosecutors say lied to FBI investigators about illegal contributions to his 2016 re-election campaign from foreign nationals was indicted on federal charges on Tuesday.
Jeff Fortenberry, a Republican from Nebraska, was indicted by a U.S. District Court grand jury in Los Angeles on two counts of making false statements to federal investigators and one count of scheming to falsify and conceal material facts.
Fortenberry, 60, said in a videotaped statement with his wife, posted to YouTube earlier on Tuesday, that he expected to be charged in the case.
“We’re shocked, we’re stunned. I feel so personally betrayed,” Fortenberry says in the video, speaking as he sat next to his wife and dog in the cab of his Ford pickup truck.
Fortenberry said he had spoken to FBI agents at his home in Lincoln, Nebraska, about the campaign contributions and had told the truth, trying to assist them in the investigation. He asked viewers for prayers on his behalf.
Eurozone: The European Commission opened a debate on Tuesday on how to reform the European Union’s fiscal rules to deal with a pandemic-induced surge in public debt and with the huge investment needed to fight climate change.
“We are re-launching this review of our economic governance against a backdrop of enormous investment needs, as the climate emergency becomes more acute with every passing year,” European Economic Commissioner Paolo Gentiloni said.
“At the same time, the powerful fiscal support provided during the pandemic has led to higher debt levels. These challenges make it all the more essential to have a transparent and effective fiscal framework,” he said.
The debate is to produce a fourth reform of the rules since they were established in 1997 to limit government borrowing to safeguard the value of the EU’s currency — the euro. Revised in 2005, 2011 and 2013, the so-called Stability and Growth Pact is now so complex that few people fully understand it.
High public debt is the main headache now because public support to European economies during the pandemic boosted average debt in the euro zone to around 100% of national output from 60-70% in the early 1990s when the rules were drafted.

US: A group of 160 Republican lawmakers said addressing supply chain woes that have dramatically slowed the manufacture and shipment of goods around the United States must be fixed before considering new spending on social programs, according to a letter sent to President Joe Biden on Wednesday.
“We urge you to call on your congressional allies to halt discussions on a budget reconciliation bill that aims to reshape the social fabric of this country and instead work on real infrastructure solutions that focus on moving goods and people safely and efficiently,” said the letter signed by lawmakers including House Minority Leader Kevin McCarthy, Representative Sam Graves, the ranking member on the Transportation and Infrastructure Committee and others.
Eurozone: Britain and New Zealand have reached agreement in principle on a free trade deal designed to reduce tariffs, improve services trade, and take London one step closer to membership in a broader trans-Pacific trade agreement.
Prime ministers Boris Johnson and Jacinda Ardern sealed the deal in a Zoom call on Wednesday after 16 months of negotiation.
“This is a great trade deal for the United Kingdom, cementing our long friendship with New Zealand and furthering our ties with the Indo-Pacific,” Johnson said in a statement.
It comes only months after a similar British agreement with Australia as ministers in London look to flesh out a post-Brexit pivot away from relying on commerce with the European Union.
“This deal serves New Zealand’s economy and exporters well as we reconnect, rebuild and recover from COVID-19, and look forward into the future,” Ardern said at a news conference in Wellington, adding the deal was the country’s best ever.

Economic news:
US: A U.S. regulator on Thursday doled out a record reward of nearly $200 million to a whistle-blower who provided information for a case involving the rigging of crucial financial benchmarks, according to the agency and a law firm involved in the award.
The U.S. Commodity Futures Trading Commission (CFTC)announced the award in a statement on Thursday, but did not disclose the recipient or details about the case or the precise amount.
Law firm Kirby (NYSE:KEX) McInerney LLP said in a statement its client scored the record bounty after providing extensive information and documents in 2012 that “catalyzed” investigations by the CFTC and a foreign regulator into benchmark manipulation.
Eurozone: A record proportion of the British public thinks inflation will accelerate over the next 12 months, according to data that could further boost expectations that the Bank of England will raise interest rates next month.
Some 48% of people surveyed this month by consumer research firm GfK expected prices to increase more rapidly over the next 12 months, up from 34% in September, the figures seen exclusively by Reuters showed.
It marked the highest share since records began in January 1985, when Margaret Thatcher was prime minister and more than a decade before the BoE became operationally independent.
The surge in inflation expectations follows a month of rocketing gas prices that have caused the collapse of several British energy suppliers, leaving households faced with the prospect of hefty bills in 2022.
Global supply chain problems as the world economy reopens from COVID-19 lockdowns and labour shortages, exacerbated by Brexit, have added to Britain’s recent inflationary tilt.

US: U.S. Treasury Secretary Janet Yellen said on Sunday that the United States was not losing control of inflation, and that she expected inflation levels to return to normal by the second half of next year.
Yellen, in an interview on CNN, said spending in President Joe Biden’s domestic infrastructure and Build Back Better packages would be allocated over the next 10 years, but she did not say whether that would exacerbate inflation.
“I don’t think we’re about to lose control of inflation,” Yellen said.
“On a 12-month basis, the inflation rate will remain high into next year because of what’s already happened. But I expect improvement by the middle to end of next year – second half of next year,” Yellen said.
Supply chain snags have bedevilled the United States and other countries as economic reopening spur a surge in demand.
Eurozone: The European Central Bank should tighten the rules governing personal investments by its policymakers if it wants to steer clear of controversies like that embroiling the Federal Reserve, lawmakers, academics and transparency activists say.
Their proposals include having the euro zone’s rate-setters only invest via wealth managers, publishing the time of any personal trade, and barring them from touching securities that directly benefit from the ECB’s asset-purchase programmes.
The Fed on Thursday banned individual stock purchases by its top officials and unveiled other restrictions after an uproar over trades made in 2020, when the U.S. central bank intervened to stop a collapse in financial markets as the pandemic raged.
The ECB’s own disclosures for last year show 13 of the 25 members of the Governing Council picked their own funds, stocks and bonds – in some cases including government bonds the ECB is hoovering up under its stimulus programmes or shares in companies whose debt it buys.
Ten rate-setters had no or negligible investments while two had an independent manager look after their wealth.
There has been no suggestion of wrongdoing by any of the ECB’s policymakers, whose decisions – such as setting interest rates or buying trillions of euros worth of bonds – influence financial markets.

US: State and local governments distributed nearly $2.8 billion in Emergency Rental Assistance program funds in September, up from about $2.6 billion in August and bringing the year-to-date total to $10.3 billion, the U.S. Treasury said on Monday.
The Treasury said about 510,000 American households were helped by the aid to pay rent, utilities and arrears, compared to 459,000 in August
The figures show some acceleration of disbursements as programs administered by states and municipalities gain traction, with over 2 million payments made so far, but the pace is still behind the curve, Biden administration officials said.
Gene Sperling, the White House coordinator for coronavirus aid programs, said the program is on track for 3.5 million rental aid payments for all of 2021, “making a meaningful difference in preventing the feared surge in evictions, but it is still not good enough.”
Eurozone: Britain will announce a rise in its minimum wage for those aged 23 and over to 9.50 pounds ($13.06) per hour from 8.91 pounds in the government’s budget statement on Wednesday, the finance ministry said on Monday.
“This wage boost ensures we’re making work pay and keeps us on track to meet our target to end low pay by the end of this Parliament,” finance minister Rishi Sunak said in a statement ahead of his annual budget presentation on Wednesday.
The increase in the minimum wage is due to take effect in April 2022. Rates for people aged under 23, who are paid a lower minimum wage, are also due to rise, the finance ministry said.

US: U.S. consumer confidence unexpectedly rose in October as concerns about high inflation were offset by improving labour market prospects, suggesting economic growth was picking up after a turbulent third quarter.
The survey from the Conference Board on Tuesday showed consumers eager to buy a home and big-ticket item such as motor vehicles and major household appliances over the next six months. The share of Americans planning to go on vacation was the largest since February 2020, just before the nation was slammed by the first wave of COVID-19 infections.
A resurgence in coronavirus cases over the summer, driven by the Delta variant, and supply-chain constraints related to the pandemic restrained economic activity last quarter.
“Consumers are more upbeat after a rocky third quarter and this argues for a strong finish for the economy in 2021,” said Christopher Rupkey, chief economist at FWDBONDS in New York. “Consumers know the tight labour market has their backs. Those forecasting a recession from the drop in the confidence late in the summer will have to back off that call.”
Eurozone: British finance minister Rishi Sunak will try to show that he is moving on from the COVID-19 pandemic on Wednesday when he announces multi-billion-pound investments to help Prime Minister Boris Johnson meet his spending promises to voters.
But Sunak, who has racked up the biggest ever peacetime budget deficit to combat the coronavirus, will also keep a tight grip on day-to-day spending by many government departments, something that could slow Britain’s still incomplete recovery.

US: U.S. Treasury Secretary Janet Yellen will use her third trip to Europe to push a slew of White House global economic priorities on corporate taxes, climate financing, preventing new pandemics and easing inflationary supply chain disruptions.
Over the next week, she will make the pitches at Group of 20 meetings in Rome and at the United Nations Climate Change Conference 26 (COP26) in Glasgow, with an interim stop in Ireland to thank the low-tax country for its hard-fought decision to support a deal for a 15% global minimum corporate tax.
U.S. President Joe Biden and other G20 leaders at a weekend summit are expected to endorse the tax deal agreed by 136 countries, cementing progress made this year under Yellen’s leadership.
Eurozone: The European Union published draft laws on Wednesday to “faithfully” implement the final batch of tougher global bank capital rules from 2025, two years later than agreed internationally.
Following the initial batch of rules, banks in Europe hold roughly triple the amount of capital that they did in the run up to the 2007-09 global financial crisis that saw governments bail out collapsing lenders.
Brussels says its proposals would modestly increase capital requirements by less than 9% on average by 2030, but banks argue the hit will be bigger in practice and will make it harder for them to help the economy recover from COVID-19.
The European Parliament and EU states have the final say on the European Commission’s proposals for transposing the ‘Basel III’ global bank capital accord, with haggling and tweaks likely.
“We are faithfully implementing the agreement on Basel III while taking into account some European specificities, and ensuring it does not lead to a significant overall increase in capital requirements,” European Commission Executive Vice President Valdis Dombrovskis told reporters.

US: Contracts to buy U.S. previously owned homes unexpectedly fell in September likely as some potential buyers delayed purchases amid higher prices.
The National Association of Realtors (NAR) said on Thursday its Pending Home Sales Index, based on signed contracts, decreased 2.3% last month to 116.7. Pending home sales fell in all four regions.
Economists polled by Reuters had forecast contracts, which become sales after a month or two, would be unchanged. Pending home sales dropped 8.0% in September on a year-on-year basis. Scarce inventory has led to double-digit growth in home prices.
“Some potential buyers have momentarily paused their home search with intentions to resume in 2022,” said Lawrence Yun, NAR’s chief economist.
Eurozone: European Central Bank President Christine Lagarde acknowledged on Thursday that inflation will be high for even longer but pushed back against market bets that price pressures would trigger an interest rate hike as soon as next year.
With central banks around the world signalling tighter policy amid rising prices, Lagarde said the ECB had done much “soul-searching” over its stance but concluded that inflation was still temporary, so a policy response would be premature.
“We talked about inflation, inflation, inflation,” Lagarde told a news conference following the ECB’s policy meeting.
She identified higher energy prices, a global mismatch between recovering demand and supply, and one-off base effects such as the end of a cut in German sales taxes as the three main factors temporarily driving euro zone inflation.
“While inflation will take longer to decline than previously expected, we expect these factors to ease in the course of next year … We continue to see inflation in the medium term below our 2% target,” Lagarde said.
