is there a way to tell which currency is strongest and which is weakest?

i saw a site that had software that told you at any given time which currency is the strongest and which is the weakest and you would enter into a trade
betting the stongest against the weakest..

is there a way using bollinger or macd or something that is already included in meta trader or other platforms for free..to tell which is the strongest and weakest at any given time?
